Social housing fund

The Government has announced an allocation of £11.7 billion to the GLA over ten years for the delivery of additional social and affordable housing with a minimum of 60% as Social Rent. The programme will support some regeneration schemes that provide a net increase in homes on a site. Five steps to a decade of renewal are explained in the policy paper, including for rents, borrowing costs, building safety, skills and capabilities.

Assembly questions for next London Plan

The London Assembly Planning and Regeneration Committee put questions on ‘Towards the next the London Plan’ on 9th June 2025 to two sets of guests.

The transcripts here and here of the discussions indicate what the Assembly may take into account in their scrutiny of London Plan Team work in preparing the 2026 draft replacement London Plan which will be consulted upon.

Reforming Planning Committees

The Government could transfer decision-making power from Councillors to an un-elected planning officer on what applications are considered at committee. Conservation areas would not be protected. A Technical consultation here is open until 23rd July covering decision delegation, size and composition of planning committees and mandatory training. Two tiers of planning applications are proposed. For Tier A, “minor” developments and those up to 9 dwellings would be delegated to officers but in London that could be increased to 49 dwellings. The New London Plan: Shaping Housing for the Future

On 13th May, the London Forum and the London Society held a joint collaborative event at UCL, that brought together leading voices in planning and development in the run up to the new London Plan due in 2026/7, focusing on the city’s most pressing issues: housing, transport, green space and sustainable growth.

Towards a new London Plan

The Mayor launched a consultation ‘Towards a new London Plan’, running to 22nd June 2025 as here. It will be explained by the Deputy Mayor, Jules Pipe, at London Forum’s event on 13th May. The GLA offers supporting videos on the key topics and online events are offered which can be booked here. A Call for Evidence facility can be used to make additional detailed input to the GLA.
