Towards a new London Plan
The Mayor launched a consultation ‘Towards a new London Plan’, running to 22nd June 2025 as here. It will be explained by the Deputy Mayor, Jules Pipe, at London Forum’s event on 13th May. The GLA offers supporting videos on the key topics and online events are offered which can be booked here. A Call for Evidence facility can be used to make additional detailed input to the GLA. Speeding infrastructure delivery
The Government amended the Planning and Infrastructure Bill to build Nationally Significant Infrastructure Projects (NSIP) faster, as here. Angela Rayner MP, Deputy Prime Minister, said “We are strengthening the Planning and Infrastructure Bill to make sure we can lead the world again with new roads, railways, and energy infrastructure as part of the Plan for Change, whilst ensuring local people still have a say in our journey to get Britain building.”
Planning and Infrastructure Bill
Lawyers at Town Legal produced a summary of changes in the Planning and Infrastructure Bill (PAIB). Civic Voice commented on the Bill with concern about changes to local authorities’ planning committees.
London Forum draws attention, as here, to some of the amendments proposed for the Commons Committee Stage of the Bill and will report progress of that committee on its meetings from 29th April 2025. It has to complete its work by 22nd May 2025.
Mayor’s licensing powers
GLA Deputy Mayors have written to boroughs calling for action in supporting hospitality. The Government has formed a new working group, as described here, to explore how to reduce barriers within the licensing system. To revitalise the capital’s nightlife, a proposal is to grant the Mayor of London new powers to review and potentially overturn licensing applications blocked by local councils. That is of concern if local communities could be adversely affected.

Sustaining success in parks
In-depth, semi-structured interviews were conducted with officers, elected Councillors and communities in Islington Council and Leeds City Council, which have thriving parks services that contribute effectively to their communities.
The review outlines recommendations to both local and central government as a result of its findings.
Culture funding
The DCMS £270m ‘Arts Everywhere Fund’ includes £15m for repairing Heritage at Risk and a new £4.85m Heritage Revival Fund. There is also an £85m ‘Creative Foundations Fund’ for capital works to venues, £25m for capital works to museums via the ‘Museum Estate and Development Fund’, £120m for capital works to DCMS-sponsored bodies via the ‘Public Bodies Infrastructure Fund’, and £3.2m for cultural education including the ‘Heritage Schools Programme’.

London’s population peaked in the 1930s, reaching about 8.6 million in 1939. For the next half century it fell steadily, to 6.8 million in the 1980s, before beginning to rise again, to over 9.1 million now. But the experiences of inner London (broadly, the area governed by the London County Council (LCC) from 1889 to 1963) and of outer London (broadly, the areas added to the county when the Greater London Council (GLA) was created in 1965) have differed greatly.

Infrastructure Strategy
The Government has set out its working paper for developing a 10 Year Infrastructure Strategy which seeks to bring together a plan for the country’s social, economic and housing infrastructure. The Strategy will also describe an institutional framework to support its implementation, including setting out the role of public financial institutions and how the Strategy will support other strategies, such as the industrial strategy.
