The New London Plan: Shaping Housing for the Future
On 13th May, the London Forum and the London Society held a joint collaborative event at UCL, that brought together leading voices in planning and development in the run up to the new London Plan due in 2026/7, focusing on the city’s most pressing issues: housing, transport, green space and sustainable growth.

Towards a new London Plan
The Mayor launched a consultation ‘Towards a new London Plan’, running to 22nd June 2025 as here. It will be explained by the Deputy Mayor, Jules Pipe, at London Forum’s event on 13th May. The GLA offers supporting videos on the key topics and online events are offered which can be booked here. A Call for Evidence facility can be used to make additional detailed input to the GLA. Planning in London, Issue 133, April-June 2025
Issue 133 of Planning in London, the journal of the London Planning and Development Forum, has been released, covering the period April-June 2025. London Forum has an agreed subscription arrangement whereby our members may read it.

Green Belt
Guidance on reviewing Green Belt and identifying grey belt sites has been published. It will inform determination of applications for proposals utilising grey belt land and whether development of the site would be sustainable and the effect on the remaining Green Belt. There are ‘golden rules’ both within that guidance and in other guidance here for consideration of viability.
Grey Belt clarification
Following Peers’ inquiry into Labour’s ‘Grey Belt’ proposals, Lord Moylan wrote to Rt Hon Angela Rayner MP with sixteen questions. He commented “Our assessment is that the grey belt policy has been implemented in a somewhat rushed and incoherent manner. It is unlikely to have any significant or lasting impact on . . . achieving your target of 1.5 million new homes.” He pointed to a lack of a “sustainable location” definition.
Review of Green Belt
News channel ONLONDON reported Sadiq Khan’s review of London Green Belt following the Government’s addition to the December NPPF of ‘grey belt’ land. The Mayor intervened in the public inquiry of LB Enfield’s Local Plan in a way that has implications for any borough with Green Belt land as in another ONLONDON article here.
