New NPPF consultation

The Government issued a new version of the National Planning Policy Framework with a consultation until 10th March 2026. London Forum’s members are asked to consider the local implications of the proposed planning rules and to respond to the consultation. Specific concerns or recommendations can be notified to us.

There was a long debate in Parliament on the proposed new NPPF.

The lawyer Nicola Gooch has issued an NPPF briefing with additional links and Simon Ricketts has commented on the content of the new NPPF.

NLA Award Winners

The NLA Awards 2025, honour the people, places and projects that show in their developments high quality design, positive social impact and environmental responsibility. The details are here.

The City of London won the planning team award and LB Lambeth was the borough of the year. Schemes for Neasden Town Centre, Canning Town, Eden Dock and Brent Cross Town won awards.

Tall building proposed at Hogarth roundabout

The Old Chiswick Protection Society (OCPS), a London Forum member, is urging societies and anyone concerned about the future of Chiswick’s historic landscape to submit final objections to the Mayor on a planning application for a 10-storey residential block at 1 Burlington Lane, W4. Details were in an update on 17th September.

Chief Planner’s update

On 7th October Joanna Averley, the MHCLG Chief Planner issued an update letter to planners in local authorities on 2025 Housing Design Awards, New Towns (two in London), consultation on infrastructure planning reforms and flood risk assessment. MHCLG has published its response to the compulsory purchase consultation.

London Forum members should consider the content of the letter and review implications with their Council.

Construction Adviser appointed

A new interim Chief Construction Adviser,  Thouria Istephan, was appointed by the Ministry of Housing, Communities and Local Government on 30th September 2025.

MHCLG states that “Thouria will play a central role helping to shape the future of the built environment sector, ensuring that safety, delivery and accountability are central to decision-making, with residents’ voices at heart.”

LPAs and Biodiversity

The “Biodiversity Evidence – Better Outcomes from Planning” project of ‘Greenspace Information for Greater London’ aims to understand the challenges, limitations and needs of Local Planning Authorities (LPAs) in London with regards to taking account of biodiversity early on in the planning process, and to provide resources to help them overcome some of these issues.

High quality Social Housing

The Policy Exchange has a 35-Point Blueprint for a New Generation of Superlative British Social Housing. It calls for a new generation of exemplary council housing that will restore the traditional, humanist social and design ideals that marked the early iterations of English public housing. Hogarth roundabout tall building

The ‘Chiswick Calendar’ website reports that residents are taking their objections to a proposed high development alongside Hogarth roundabout at 1 Burlington Lane to the Mayor. They claim it would harm Chiswick House and Grounds, Hogarth’s House, several conservation areas, local views and the Kew WHS Royal Botanical Gardens. Hounslow Council’s Planning Committee gave the development the go-ahead despite only 6% affordable housing.

High quality design

As the Planning and Infrastructure Bill makes its way through Parliament, the Royal Institute of British Architects (RIBA) has lodged an amendment to the Bill to ensure design quality is at the heart of new development.

The amendment requires spatial development strategies, such as the London Plan, to include a design vision for the strategy area that meets the practical needs of residents and communities, and reflects the principles of safety, sustainability and accessibility.
