Community housing in Brent 100% affordable
The Architects’ Journal published a report on a block of 19 social rent homes proposed by the non-profit, volunteer-run Brent Community Land Trust (CLT) for a site in Brentfield Road, Stonebridge, Brent. The 19-home scheme aims to give local people the “opportunity to remain in the neighbourhood”.
The plot for the scheme was identified in collaboration with Brent Council for the CLT’s Art Deco-inspired modernist housing block designed by Bell Phillips Architects, replacing a derelict site of garages. The application is to be determined in the spring
Grants for social housing
MHCLG has announced new funding and financial flexibilities for Councils, housing associations, and other providers to accelerate social and affordable housebuilding. It comes ahead of a £39 billion bidding window for local authorities opening in March.
Landlords will also have to meet robust standards to provide homes that are free of disrepair and damp, warm and energy efficient through a new Decent Homes Standard (DHS). There will be new Minimum Energy Efficiency Standards that could save social tenants hundreds of pounds every year on their energy bills.
Commonhold and Leasehold Reform
This is a reminder of the opportunity until 31st March to respond to a call for evidence of the experience of those living in leasehold and commonhold properties who pay private estate charges. See the update of 5th February.
London Forum members are urged to let their own members know of this chance to influence legislation in the draft Commonhold and Leasehold Bill by submitting experience and commenting on whether or not the proposed legislation will be effective.

Policy for Section 106 delivery
The Government has published a policy paper on providing a time-limited, simple, more transparent and more resilient S106 system.
It is intended to give greater clarity on standards S106 units must meet in a way that works for Registered Providers (RP), as thousands of constructed or consented affordable homes are currently uncontracted and unsold.
There are conditions and guidance in the paper for LPAs to renegotiate S106 agreements and allow the tenure of homes to be varied in order to secure a buyer.
Further updates are expected in Spring 2026. New [more…]
Local Plan funding
The government has announced more funding to support local authorities with Local Plan-making.
The Local Plan changes were explained in an earlier London Forum update here.
There was guidance for LPAs and a statement by Mathew Pennycook MP.

Commonhold and Leasehold Reform
Comments are wanted on likely effectiveness of reforms in the draft Commonhold and Leasehold Bill and any changes needed.
London Forum’s members should inform their own members so people living in Commonhold and Leasehold can contribute to the HCLG Committee on point 4. below by 31 March 2026.
Densifying the Suburbs – Meeting report

The event page has been updated with a detailed report, event photo and the pdf presentations from Tony Travers and Paul Lewin. It can be found in our events archive along with records of previous meetings.

Planning reform 2026
In a statement to Parliament, Matthew Pennycook MP, Minister of State MHCLG described the intentions of the Government to introduce twelve new policies in 2026 “to boost housing supply and unlock economic growth in the years ahead”.
He summarised actions taken in 2025, including publication of a draft replacement National Policy Planning Framework (NPPF) on which a consultation runs until 10th March 2026, as reported in an update of 18th December 2025.
London Forum’s members should consider the proposed new NPPF and send [more…]
Densifying the suburbs
The next London Plan, with its much higher housing targets, will increase the pressure for higher densities in the suburbs. It could guide high-density housing / mixed-use development to high accessibility locations. The shape of the new strategy will be a key issue for the new London Plan.
Issues
- What is the vision? What should the strategy be? (Speaker: Prof. Tony Travers), and
- What would be needed to increase the density of the London suburbs? (Speaker: Ben Derbyshire)
How much should we focus on accessible locations – around stations and [more…]

How Effective is Planning Enforcement?
📆 Mon 29th June | 18:30 - 20:30
🚩 77 Cowcross Street, EC1M 6EL (map)
How can we make it work better? Planning enforcement is important. Unless it’s done effectively, the integrity of the whole planning system is put at risk. But it’s one of the most frustrating issues for civic societies and local community groups. We’ll discuss this and related issues at this Open Meeting on 29th June. Please book here ( https://www.londonforum.org.uk/events/how-effective-is-planning-enforcement#booking ) Cases typically include: Large developments that grossly fail to meet planning conditions or even submitted drawings and plans; Illegal demolitions; Unauthorised residential alterations and extensions; Additional floors…
